Single mothers in Kentucky can get more cash than most grant lists say. In 2023 the state doubled its KTAP payment, so a mother with two children and no income can now get up to $524 a month, not the $262 still quoted around the web (921 KAR 2:016). That cash sits on top of SNAP, child care help, KCHIP and college grants.

This guide covers the grants for single mothers in Kentucky that pay real money in 2026: what each one pays, the income line for a family of three, and where to apply. How this guide was checked. Every figure below was read in the Kentucky regulation, the state agency page or the federal source linked beside it on October 6, 2026.

The figure What it is Source
$524 top KTAP cash payment a month for a mom with two kids 921 KAR 2:016
$6,196 monthly income limit for child care help, family of three CHFS
39.8% of Kentucky single-mother families with kids under 18 lived below the poverty line in 2024 Census ACS

The short version

  • KTAP pays up to $524 a month for a family of three, with a $10,000 savings limit
  • SNAP pays up to $808 a month for three, and Kentucky has no SNAP asset limit
  • Child care help reaches families earning up to $6,196 a month, with no copay under $1,600
  • Apply for KTAP, SNAP and child care in one place: kynect.ky.gov or 855-306-8959

What grants can single moms in Kentucky get?

Most help for single moms in Kentucky is not a one-time check. It is a set of monthly programs you can hold at the same time: KTAP cash, SNAP food money, child care assistance, Medicaid or KCHIP, WIC, utility help, and college grants. The table shows what each pays and where it starts.

Main grants for single mothers in Kentucky, family of three, October 2026
Program What it gives Where to apply
KTAP Up to $524 a month in cash kynect or a DCBS office
SNAP Up to $808 a month for food kynect or a DCBS office
Child Care Assistance Pays most of the daycare bill kynect or a DCBS office
Medicaid and KCHIP Health coverage for you and the kids kynect
WIC Food, formula and checkups under age 5 Local health department
LIHEAP Up to $400 toward a heating bill Local community action agency
Pell, CAP and Work Ready College and training money FAFSA and MyKHEAA

The need is real. Kentucky had 135,158 single-mother families with children under 18 in 2024, and 39.8% of them lived below the poverty line. For those with a child under 5, the rate was 50.2% (Census Bureau, ACS 2024 table S1702).

Federal help works the same in every state, and the national guide to grants for single moms collects it in one place. The rest of this page covers what is different in Kentucky.

How much does KTAP pay single moms in Kentucky?

KTAP, the Kentucky Transitional Assistance Program, is the state's cash grant for families with children. The top monthly payment is $450 for a family of two and $524 for a family of three. Both doubled under the 2023 version of the rule, from $225 and $262 (921 KAR 2:016).

KTAP maximum monthly payment before and after the 2023 increase Kentucky's KTAP maximum payment for a family of two rose from 225 dollars to 450 dollars a month, and for a family of three from 262 dollars to 524 dollars, under 921 KAR 2:016 as amended effective February 16, 2023. To qualify, a family of three must have gross income under $1,169 a month, and countable income must stay below the standard of need, $631 for three. The same rule raised the limit on savings and other liquid assets from $2,000 to $10,000, so a small emergency fund no longer costs you the grant.

KTAP has a 60-month lifetime limit. If you get a job while on it, the CHFS program page says earnings may not be counted for six months, and if KTAP ends because you went to work, work incentive reimbursements can follow for up to 12 months (CHFS, KTAP).

Most parents must join the Kentucky Works Program for 30 hours a week, and up to 10 of those hours can be school or training. A single parent whose child is under 6 needs 20 hours a week instead (921 KAR 2:370).

How does SNAP work for single moms in Kentucky?

SNAP pays a family of three up to $808 a month for groceries from October 1, 2026 (USDA, SNAP FY2027 allotments). The amount you get depends on your income after deductions such as rent and child care.

Kentucky uses broad-based categorical eligibility, which loosens the federal tests. Every household is covered, the gross income line is 200% of the poverty level, and there is no asset limit at all (USDA, BBCE state chart). For single moms in Kentucky, that means savings or a car will not block SNAP.

KTAP, SNAP and child care share one application on kynect.ky.gov, through DCBS Call Services at 855-306-8959, or at any DCBS office (CHFS). Ask for all three on the same day.

Can a single mom in Kentucky get free child care?

Often, yes. The Child Care Assistance Program covers families earning up to 85% of state median income, which is $6,196 a month for a family of three and $5,016 for two (CHFS CCAP tip sheet). A single parent must work at least 20 hours a week, or be in school or a job search, and the child must be under 13.

The copay is set per day. For a family of three, it is $0 when gross income is under $1,600 a month and $3 a day from $1,600 to $1,899.99, then $1 more for each $300 band (922 KAR 2:160).

Recent changes help working moms. Families can get up to three months of presumptive eligibility while paperwork is checked (CHFS, CCAP for kynect). Under 922 KAR 2:160, approvals last 12 months, and a six-month transition period can follow when income rises over the limit, if funds allow. The childcare assistance guide for single mothers compares this with other states.

Monthly income limit for a Kentucky family of three, by program For a family of three in Kentucky, the gross monthly income limit is 1,169 dollars for KTAP cash, 3,415 dollars for the summer 2026 LIHEAP cooling program, 4,212 dollars for WIC and 6,196 dollars for child care assistance. A job that ends KTAP can leave you inside every other line. Sources: 921 KAR 2:016, Community Action Kentucky, and the CHFS WIC and child care pages, all listed below.

What health coverage can single moms in Kentucky get?

Kentucky Medicaid covers parents and other adults with income up to 133% of the poverty level, plus a 5% disregard, so the line works out to about 138%. Pregnant women qualify up to 195%, with coverage for 365 days after the birth (907 KAR 20:100).

Children qualify for KCHIP up to 213% of the poverty level plus the same 5% disregard, about 218% (907 KAR 4:030). That means many kids stay covered after a raise pushes you off adult Medicaid.

WIC adds food, formula and checkups for pregnant moms and children under 5. Kentucky uses the federal limit of $4,212 a month, or $50,542 a year, for a household of three, and families on Medicaid or SNAP are income-eligible automatically (CHFS, WIC Income Guidelines). The WIC guide for single mothers explains the food package.

Is there utility help for single mothers in Kentucky?

Yes. LIHEAP is paid through Community Action Kentucky and its 23 local member agencies, which you can reach at 800-456-3452 (Community Action Kentucky, member agencies). Winter help comes in two parts: a subsidy in November and December, then a crisis component from early January to mid-March or until money runs out (CHFS, LIHEAP).

Under the state rule, the top regular benefit for a gas or electric bill is $400 for households at or below the poverty line and $300 between 101% and 150% (921 KAR 4:116). The summer 2026 cooling program used an income line of $3,415 a month for three, which is 150% of the 2026 poverty guideline, and closed on September 11 (CAK fact sheet).

The 2026-27 winter dates and income line were not posted when this guide was checked. Call your local agency in late October and ask when the subsidy opens.

What housing help is open to single mothers in Kentucky?

Start with the honest part. Kentucky Housing Corporation's Housing Choice Voucher waiting list is closed, with no reopening date, and the usual wait once you are on it runs three to five years. Louisville and Lexington run their own voucher lists (Kentucky Housing Corporation, Housing Choice Vouchers).

For buyers, KHC's down payment assistance gives up to $12,500 toward the down payment and closing costs. It is a second loan repaid over 15 years, not a grant, and it only comes with a KHC first mortgage (KHC, Down Payment Assistance).

If you need a place to live sooner, the housing assistance guide for single mothers covers emergency rent help and how voucher waiting lists choose families.

What college grants can a Kentucky single mom get?

Start with the FAFSA. It unlocks the federal Pell Grant, up to $7,395 for 2026-27, which you never repay (Federal Student Aid, Pell Grants). The Pell Grant guide for single mothers explains how a child raises your aid.

The same FAFSA puts you in line for Kentucky's own grants, paid through KHEAA (KHEAA, Scholarships and Grants):

  • College Access Program (CAP): up to $2,500 at a two-year school or $5,300 at a four-year school, first come, first served, so file early
  • Kentucky Tuition Grant: up to $3,300 for 2026-27 at a private Kentucky college, full time
  • Work Ready Kentucky Scholarship: covers tuition left after other aid, up to the KCTCS rate, for a first certificate or associate degree in fields such as healthcare and construction

KEES money is earned in high school and expires five years after graduation, so most single moms in Kentucky returning to school will lean on Pell, CAP and Work Ready instead.

Where else can single moms in Kentucky find help?

Single moms in Kentucky can start at their child's school. The state has more than 850 Family Resource and Youth Services Centers serving about 1,200 schools, and their staff can connect you to food, clothing and local aid (CHFS, FRYSC).

If you are owed child support, you can apply and check your case online through the state's Child Support Web Services portal (CHFS, Child Support Web Services). Support you collect counts as income, but it is often the steadiest money a single mom has.

Kentucky single moms in Louisville or Elizabethtown who want a degree can look at Family Scholar House. Most families use its coaching and benefits help, but single parents who have a child or are pregnant and plan to pursue post-secondary education can apply for subsidized apartments on its campuses, sized to the family under HUD guidelines (Family Scholar House, Affordable Housing).

SPARC Hope in Louisville is not emergency aid, despite how some lists describe it. Its Life Plan program is for single parents with at least 50% custody who work about 20 hours a week and attend college or trade school at least half time with a 2.0 GPA. After three months and an approved budget, clients can get up to $200 a month (SPARC Hope, Life Plan).

Comparing states? Tennessee runs a different mix, laid out in the Tennessee grants guide.

Frequently asked questions

How much is KTAP for a family of 3 in Kentucky?

The top KTAP payment for a family of three is $524 a month, and $450 for a family of two, under 921 KAR 2:016. The amounts doubled in 2023. To qualify, gross income must be under $1,169 a month for three, and liquid assets must stay under $10,000.

Does KTAP have to be paid back?

No. KTAP is cash aid, not a loan, so you do not repay benefits you were owed. Overpayments are different: the state can recover them through repayment or lower future checks, under 921 KAR 2:016. While on KTAP you also assign your child support rights to the state, per 921 KAR 2:006.

How long does it take to get approved for KTAP?

Kentucky rules give DCBS 45 days to decide a KTAP application and make the first payment, under 921 KAR 2:035. The clock can stretch if you cannot get a needed document, so send pay stubs, IDs and birth certificates right away. A slow review is not a legal reason to deny you.

What is the income limit for food stamps in Kentucky?

Kentucky uses broad-based categorical eligibility, so the gross income line for most households is 200% of the poverty level and there is no asset limit. A family of three can get up to $808 a month from October 1, 2026. Your exact benefit depends on income after deductions.

Does Kentucky pay for child care for single moms?

Yes. The Child Care Assistance Program covers families earning up to 85% of state median income, $6,196 a month for three. A single parent must work at least 20 hours a week or be in school. Families of three earning under $1,600 a month pay no copay.

Is the Kentucky Housing down payment help a grant?

No. Kentucky Housing Corporation's down payment assistance gives up to $12,500, but it is a second loan repaid over 15 years, and it only comes with a KHC first mortgage. For rent help, the KHC voucher list is closed, so apply for local lists and emergency programs too.

Where do I apply for assistance as a single mom in Kentucky?

Apply for KTAP, SNAP, child care and Medicaid in one application on kynect.ky.gov, by calling DCBS Call Services at 855-306-8959, or at a local DCBS office. WIC runs through your county health department, and winter utility help runs through Community Action Kentucky at 800-456-3452.

Grants for single moms are one piece of the plan. The single mom resources page sorts help by need. The jobs for single moms guide covers work that pays enough to move off aid.
